They are really going after..

People who look at the ipad as a big phone. I am one of those people. I find iOS very lacking on the power user side. I will never buy a product that I can't make apps for without paying apple for the privilege. The fact that it will be light, thin and very portable as a PC device, not just a pad, is what makes this interesting to me.

I really doubt that Microsoft is going after diehard iPad users directly with this product since the UI is vastly different. This one is for the rest of us.

You won't buy a product you can't develop for without paying a fee eh? Then you won't be buying a Microsoft tablet. No side loading of applications, everything must go through the market and a $100 fee for a developer account to even load unapproved applications. You cannot load a metro based application on Windows8 except through the market.

You get all the lockdown of the apple system and none of the ecosystem already in place. Welcome to the new Microsoft.
