It means you should get 16Mbps down/2Mbps up last year that would have been called the BLAST tier of service, however in many areas speed have increased and this would now be the Performance tier.
These speeds work well for most people, some are willing to pay more for higher speeds.
Based on that test AND your initial signals post I believe your connection is working very well.
You can flush AT&T anytime you are ready

Considering you were looking at 12/2 for the same price I would consider that "good!" right?

As tshirt said, it was not very long ago that this would have been considered "Blast" speeds...which you now get at a "Performance" price. I have Performance, and it is even a bit faster in my area...technology/Docsis 3.0 is a beautiful thing...
