They had me do nothing.
Said it was a problem with transponder.
Whatever they've done so far has helped - since SSL sites and Hughes performance page and few other things are working again (and I got 600Kpbs late last night). But just got 78Kppbs and 90 up).

Tier 4 called Me last night and told Me that Hughes had a team working on the problem. And they would call me back next week to let me know what was done or what will be done.
