In the past maintaining an exchange DB backup had been considered good enough to meet data retention requirements, only problem is its a PITA to actually get mail out of.

That doesn't provide adequate granularity. The mail store needs to be organized according to how a business operates so you don't need to go to great pains to retrieve information about [whatever] a few months or a few years later. Something as simple as public folders where client or project-specific items land. Using keyword tags and categories. And establishing how long different things stick around. If an org has sufficient disparity in retention needs, break up the store into separate containers conforming to the different requirements; at least prune live folders and dump the old stuff in PST files that can be archived or purged at whim. Keep a few "warm" VMs around that can be used for reenactment.

One of the biggest problems is companies using Exchange, Outlook or other mail products in place of CRM or other BI solutions. Another is small companies foolishly believing they are too small to have worry about such things. I have owned a small business for 30+ years and, fortunately, didn't think that: I've lived through a number of discovery subpoenas simply because I sent a proposal to someone at some point, or a plaintiff's attorney decided to go through the payables list and see what they could shake loose. They are a humongous time-waster and can get real ugly...often inversely proportional to the level of the relationship.

Ya thats why a better easier to access backup method is now used in addition to the DB backup.

I don't want to go into details for confidentiality reasons

but I'll say this public folders can work but you've gotta get users to use them and stop deleting them.

Set permissions that users are contributors, not folder owners. Put in automatic rules that certain things are rerouted to a PF not someone's inbox. Make IT policy compliance mandatory via HR: Fear-o-God that they'll get written up or possibly dismissed for not taking it seriously works quite well.

If you do some nosing around, you might find out what your company's competition is doing in this area, or examples of them getting f*ed-over for not having such policies and procedures. Management understands these things in terms of how big a hit they could be facing and how likely it is. The greater the risk and costlier the consequences, the more amenable they are to pulling their heads out of the sand.
