Yes- OSHA allows free climbing. Although companies are free to make workers follow safer practices.
We (my company) can free climb but we must tie off while transitioning.
I often get laughed at when I tie off at transition points by others (other companies working other sites on same land) but Im no slower and often finish sooner.
