Not true at all, HSI is mandatory as much of class is done online, all the library research material is online, and all their friends are online.
All the students have internet and cable TV, you may have been out of college for a while... college kids buy the NFL/NBA/NCAA packages at record rates. Between game systems and secondary services the market is huge.
Also Albany would be an easy wire job, since the city (if you can call it that is all family homes so no special apartment wiring. To top it all off FIOS connections already run through the city to connect suburbs east, west, north and south of the city. In three counties including Albany county.
