We no dont need shared data plans

Of course no one is going to track data usage.
That is why it must be unlimited.
Costs are not based on usage so data should never be charged by usage.

When there are higher charges associated with how much data you use, you can bet people will track data usage. Just like they track how much they consume when fees are higher the more you use for any other product.

You cant predict how much data you will use.
If you had software to count your bytes, it will show you what you already used.
Also you cant control what items people put on their websites that will require a lot of bandwidth.
Since costs have not bearing on usage it really makes no sense to charge by usage.
Charging by usage is pre-1995 technology.
