Internet been getting slower and slower (Sugar Land, Tx)

Since yesterday, my internet speed has been jumping up and down from the full 12 mbps to the point my computer loses internet connection. This could be seen with youtube videos where I can see the progress bar increasing greatly and then suddenly stop for a period of time. I can also see this when I'm browsing websites at usual speeds and then for a few minutes, I get the "Cant Connect" error from the browser (Chrome and Firefox). At first, I thought it was a DNS problem so I switched to Google's DNS addresses. I still received the same problems. Then I switched back

Now it's nighttime and the internet is consistenly painfully slow. I ran speed tests using speedtest.net and Windstream's own speedtest. On my laptop wireless connection, I got 0.6 mbps out of 12. I ran speedtests on multiple computers and laptops in the house, both wired and wireless connections. The max I got through speedtests was 2.5 mbps.

Is this a problem outside of my house or do I have modem/router issues? I had to replace my modem last year due to it "blowing up". The modem wasn't receiving internet period and customer service kept trying to convince me that it was my computer's fault. Of course, they shut up once I told them that no computer or electronic device was able to connect to it :P

I hope I haven't been struck with bad luck with another bad modem.

EDIT : I forgot to mention that I noticed high latency during the speedtests. At one point, speedtest.net said i have a ping of 2100+ ms

It's not some bad days. It's every night for the past year and a half for half the Sugar Land customers.
