No source, if they are expect other providers to comply if they haven't already. TSI's going thru HE.net to get to TPB.
You could try looking glass on major US backbones to verify. |

Only way for you to bypass this will be to have your own transatlantic cable, good luck finding a company that operates one without any US presence. |
