I don't think so.
what they are talking about is, more freq's, in ranges not planned for under D3, and rather than having 2 tuners/chips, seeking sets of 4 channels, having multi tuners capturing 4-8+ channals individually and switching as needed (this is 100 times as complex as D3)
D3 along with other techniques will extend regularspeed/service upgrades for the 5-10 years it takes for this to FULLY deploy, But don't expect petabit speeds tomorrow.
so some new hardware will most likely be needed at home for the highest speeds, most others can continue as they are (which is the 99% who drive the market)
BTW between the newest splits offered the 200Mhz split look best to me (usable/overlayable on current physical plants) even if it doesn't yield MAX speeds forever.
