I do think it is related to the pressure reducing valve. Try adjusting it with the water running. The next thing to try is to remove the valve and try to clean it. If you read the installation instructions there is supposed to be a screen filter installed before the reducing valve to prevent small particles from entering it. It seems rare that anyone installs that filter.
