Bzzzt wrong. There are still ETFs if you entered into a contract even without a hardware purchase under the previous contracts, and on many occasions people had been entered into these contracts merely by changing an option on their plan without being notified. These laws are being put into place to prevent stuff like this from occuring, though the Big 3 have nipped this in the bud by changing their new contract models to be identical to the legislated models in Quebec, Manitoba and Ontario - albeit in these three provinces, the "administration" fee which ranges from $12.50 to $50 to terminate a contract would be illegal as well.

Having said this, and seeing as how it had already been said, perhaps you guys down stateside should consider increasing taxes to allow for improved funding for your public education system... reading to be exact.
