[Embarq] where can we make a complaint to get this fixed?

Why arent these backwoods places like centurylink requlated by PUCO?

I don't know what you are complaining about but I get the best results by contacting the corporate office directly. I've tried emailing, online chat and phoning them but everyone I talked to seemed to be clueless, however I got good results by emailing the president's office directly with a fix the very next day.

An ILECs retail offerings are not regulated since high speed internet isn't considered a public utility (gas, water, electricity) or even an essential service (phone).

Wholesale services are regulated though, so you have a better chance of getting things done/fixed with an independent ISP.
