DirecTV statement needs further explaining

Said DirecTV on their web site:
»investor.directv.com/releasedeta···D=661990
quote:
Five million American homes blacked out from their local broadcaster cries out for an examination in Washington, D.C of the decades old telecom law that encourages these impasses.
I wish DirecTV would elaborate on that statement. What changes do they think are needed to the 1996 Telecom law that would prevent these contract disputes.

I did find this statement on the DirecTV web site that partially answers the above question. They apparently want the law changed so that they only have to deal with the national networks and not each individual local TV station affiliated with those networks. In effect, taking the locals out of the equation all together.

why don’t you just make an agreement with another station or network that has the exact same shows?

It’s not as simple as negotiating one agreement with each of the five main broadcast networks (ABC, CBS, CW, FOX and NBC) and then being able to provide them nationwide. FCC rules demand that we negotiate separately with every one of the hundreds of different stations licensed to show those networks’ programs in their respective communities. More than 99.6 percent of the time, that all gets done behind closed doors and privately, just as it should. But now some stations (and their network owners) would rather threaten to pull that station (and network) out of your line-up so they can attempt to drive up their fees even higher when you get upset. We feel that’s a complete abuse of the public trust, and so we’re working with other video providers and your local Congressional representatives to try to end these anti-consumer practices.

DirecTV is asking for a law to force them to make deals.
They want regulation so they dont have free will to turn down deals causing blackouts.

I would be fine with that as long as we heavily regulate DirecTV and the cable industry's price increases too, and not just for basic service either.

As bad as it sounds, there are a whole lot of businesses that need to be regulated.
