It's hidden in this picture, but you're talking about the little bit of pipe at the bottom below where the valve is, right? It's there.

That's the idea. Any nongas substances (oh, dunno, like a small piece of thread sealant tape that somehow breaks off and goes down the pipe, condensing water, etc.) are supposed to "drip" into the drip leg instead of going into the valve, burner, etc.

English is a difficult enough language to interpret correctly when its rules are followed, let alone when a writer chooses not to follow those rules.
