Not quite. You're neglecting the cost of fuel and facilities needed to generate the electricity that is used by the customer and deliver it to them. If usage goes up, additional fuel or facilities are required to produce or deliver that electricity. That's why it's metered on a usage basis. If you use more, you pay more because you generated more costs in fuel and facilities.
