Re: Mass Effect 3 - NO SPOILERS I think he means that, for it to be finished and ready to go on day 1 means that they thought of it while developing the game. It's a likely guess, but just that, a guess.
However, what proof is there that it wasn't thought of during development. Either way, we'll never know.
I'm pretty sure Zaeed was a free download when you grabbed the Cerberus Network which was free with a NEW purchase of the game.

| Javik is not really mandatory. His biggest impact is if you take him to Thessia. I guess it really depends on your definition of core. |
