It (LightSquared) failed because its whole approach / plan was flawed from the get go. Using satellite allocated spectrum as land based just breaks all the laws of physics for adjacent satellite based services (like GPS). Never stood a chance of working and additional fighting by LightSquared (FCC proposed lawsuit) is a further waste of time.
