There is only one reason, the wireless carriers are anathema to it. They want the lockin. Otherwise its a chip and go situation. TBH it should have happened years ago. With the way politicians are bought and sold. I'm not getting my hopes up.

Are you out of this world? Ever heard of iPhone 4S? Or the trully unlocked Quad-GSM w/ Quad-UMTS w/ Dual-CDMA2000 w/ LTE iPad 3?
Google doesn't have any weight behind such an idea at all. If anything, Apple is the company that would be seeking for this to happen. And it'll happen eventually.
