If you read the justification, that's the clause they used in the labour code to prevent the strikes/lockouts.

The government is not well within their rights to stop a work stoppage, this is a private company, and the reason they are so "critical" to the economy is because successive governments have allowed them to beat up or bankrupt their competitors.

Open the skies, let the Yanks in, and see how well Air Canada does when it doesn't have a virtual monopoly.

i know that is the clause used, but i'm not sure i really agree with "health and safety" here...that said, a work stoppage with AC is unacceptable.

yes, it is a private company, but as Canada's National Carrier, it is also heavily regulated...we discussed this before.

Health and Safety:

Health: serving small town and providing transport to sick people to a hospital in a big city for an operation.

Safety: if maintenance of aircraft is jeoperdized, and aircraft could fall out of the sky and fall on 24 sussez, the CN tower, or worse, one of Tony Clement's gazebos

The health and safety is far more important for Jazz which does serve the small communities and is often the only provider of transportation to a town.
