I definitely know TWC will not go for a pure usage based fee as it doesn't make any sense for their bottom line and I definitely don't blame them. I only have to say that this UBB doesn't make any sense (to me) and I would hate to see it extended to higher tiers and eventually make it the de facto standard.
I'm also confused by mixed signals coming out from TWC, looks like many people like in this link have noticed it too »Funny The 'better service' TV commercials that are currently airing now seem to encourage consumption by using 3rd party services rather than to limit it. I was as surprised as djrobx to see the netflix reference in TWC's TV commercials... which is it to use or not to use?

Seems logical that the lower tiers especially the lite tier is targeted for low income individuals and the fact that the RGV, border corridor and the South part of Texas are among the poorest regions of the US which makes me wonder what is TWC thinking? All this stuff should be on ridiculist. I can see a TWC sub telling an at&t sub "Hey your adsl and vdsl have 150/250 GB usage CAPS" at&t sub "Yeah, but our usage meters are broken but you guys have a 5GB usage CAP" TWC sub "Yeah, but our CAPS are for poor subscribers and optional"
