How do you know Bell's GPON is not supported by the existing network ?

Since it is PPPoE based, one would assume that it would use existing BAS routers and if so, would be usable for GAS.

That is not what he means. He means it is new in the sense that it isn't part of the legacy "monopoly" network. The whole obligation to share is based on the premise that the facilities constructed during the monopoly era confer an advantage to the incumbent. Since nothing but some support structures (also available to 3rd parties at regulated rates) can be re-used for FTTH, there is no advantage for the incumbent.

Or at least that is what I think Guspaz meant.

And as a new investment, the CRTC also has to grant the incumbent enough exclusive use of the new facilities to recover capital.

If the CRTC mandated sharing off-the-bat before incumbents had a chance to recover and amortize capital, wholesale rates might end up being quite brutal for a single service.
