You get an account on a win7 machine running in a data center, with high speed internet available to it. Your iPad still runs the same iOS it always ran - it just runs the Onlive "remote terminal" app, pointing at one of the Win7 instances. You could do this yourself, for free, if you have windows 7 running on something at home, using remote desktop to "log in" to your home machine - with any of the remote desktop apps available in the app store.
