I reinstalled my win7 and still had the problem. I guess i will try a new profile. It is so weird. not to many people with the problem but it is real.

Export/copy what you need to, then just start using the new profile, and you're done once you load your extensions back into the new profile. You'll spend much longer on trying to fix an old profile than starting over again.

It looks like the CSS file isn't being downloaded. It could be a temporary glitch by that site, or it could be the area that's serving their CSS file is down.

Disabled each extension one by one with a restart for each, no difference so I guess it's not an add-on, although that's where I though the best bet was.

EDIT: Apparently something else is going on here. I downgraded to 8.1 and I'm still seeing the same thing, so I have no idea. No Windows updates in the last week, no changes in add-ons that I am aware of.
