I highly doubt this is an RCN issue.

Port 443 is HTTPS and port 80 is HTTP. I assure you RCN isn't blocking those ports for two reasons:

A) My company has RCN as their provider and we have servers that use 80 AND 443.

B) If RCN filtered or blocked 443 you wouldn't be able to post here or view the web.

I've got a feeling it has to do with your windows firewall or home router. I'm leaning more towards windows firewall.
