Common sense? If I don't see red, I floor it.  So if you see a traffic light out, say due to a power failure or malfunction, you just floor it? You just blindly let the signals do all of the thinking for you?

The picture I posted was just an example. The picture, as you can tell, was taken after the storm subsided. When I went to work that morning, between the sticking snow completely blocking the lights, and the blowing snow in the air, you couldn't see anything red, yellow, or green. When drivers needed the brightest lights possible, we ended up with the opposite. I don't think there were any accidents that day because of them, but it sure made the morning rush hour commute rougher than it needed to be.
We can talk about fixes all day long, but if they city doesn't make any, it is still going to be a bitching point. As for the website you linked, it is extremely lacking in content. They don't even show any installed or working examples.
