[Internet] Packet dropping in Melbourne

I'm not a strong networking guy, so I'm hoping folks around here can help me out a bit.

I've had a BHN 20Mb subscription for a few months now, and overall, it's been great. Lately, however, that's changed. For the last couple of weeks, every day starting around 5pm, I start losing 50% of my packets at the modem. The pings that make it through are going quickly (~22ms to Google), but only half of them make it through. It's not limited to ICMP - the same thing happens to TCP and UDP. Packet loss stays around 50% for the duration of the evening, and is normal again by morning.

I've ruled out my equipment. The problem persists across 3 different computers (two ethernet-connected desktops and a laptop on wireless) and 2 mobile devices. I've tried 3 different operating systems, each cleanly installed and fully updated. The problem remains even when each of the machines is plugged directly into the modem, and occurs whether I'm browsing, gaming, VPNing, or using raw sockets.

I've reset the modem countless times, leaving it off for intervals from 10 minutes to overnight. I'm on my third modem (2 x Cisco DPC2100 and 1 x Toshiba PCX2500), the most recent of which (the Toshiba) was installed by a technician Thursday afternoon. Tier 2 support confirmed the problem Wednesday night when I called (he told me their tools showed 71% packet loss). Things were a little better last night, but even with the new modem, I'm still losing 20% of my packets. As usual, things were normal this morning.

At this point, I'm thinking that there's a problem up-stream. Maybe signal strength is an issue? Maybe a technician flubbed an install for one of my neighbors and messed up my connection (this used to happen all the time with Comcast before I moved to FL)? This is a little outside my realm of expertise. Is there something else I should be troubleshooting, or is there a magic word I can use with phone support to have them send someone to check the lines outside my condo?

I'm actually in Palm Bay, FL, which is adjacent to Melbourne. I am also experiencing slow throughput once past the BHN servers. I have 10/1 service. D/L from Orlando BHN servers gives a consistant 9.5+Mbps. Using the Road Runner test I get varying results from hour-to-hour and day-to-day. Lately it has been around 1.2Mbps. I also, have used the PingTest.net packet/ping/jitter test to Ft. Myer's T3 Com servers. That usually give 0 or 1% loss and ping around 20-30ms but jitter sometimes goes really high.
