I think the judge saw Blago as a really bad defendant who blatantly lied on the stand, acted like a reality star before and during the trial, only showed contrition at the very last moment, and did stuff - like trying to shake down Children's Memorial Hospital - that was just so beyond the pale.
Ryan deserved what he got but only found out what his employees at the Sec, of State's office had been doing after he was Governor. All the other crooks - the Daley family in particular - are way too smart to talk that way on the phone, Blago was just so out there and almost proud of the way he acted. I think that affected the sentence - they could have given him 20. The law has pretty heavy sentencing guidelines. If he had been more circumspect after his indictment, had apologized earlier, showed some contrition at some point earlier than right before sentencing he probably would have gotten off with 8 or 10.
