Extreamly slow speed - uploads faster than downloads

I've had FIOS for year with speeds of 20 Mbps down and 5 Mbps up. On Nov. 10 my download speed took a nose dive and is as low as .55 Mbps is down. The interesting thing is that my upload speed has been constant at 5 Mbps. I've been battling tech support since. Here is a sampling of some of the speedtests from the past month:

By the way, the Verizon speedtest always shows my speed as 20 Mbps down and 5 Mbps up all the others show extreamly slow speed down.

Sometimes it will start at 20 Mbps down and about half way through and drop down to the lowest speed for the rest of the test which can take as long as 5 min. to complete.

I've been in contact with VZ tech support half a dozen times and we've done the following:
1. Reboot router and ONT.
2. Download and run the Optimizer.
3. Re-build the circuit.
4. Replace the Actiontec router.

Over the last 2 weeks VZ has sent out techs 3 times. Each time they test the speed with my computer and their laptop at Speedtest.net, Speakeasy.net and Verizon speedtest.

They have changed the ONT, and have worked with the network guys while they were here. The last time they were here was Friday. The speed improved while they were here and I was able to download a 475 MB file in 3 1/2 minutes. Half an hour after they left downloads dropped so slow that a 875 KB PDF file to 3 minutes to download and stall 3 times.

I forgot to mention that I often have to wait 15 to 20 second for a page to start opening.

I switched from cable to FIOS because I remotely manage several networks and need the speed. I have started thinking of going back to cable even though I hated it.

Any suggestions?

Have you tried other machines? And you're testing while wired and not wireless right?

I've tested with a desktop running Windows XP Pro SP3, optimized and a laptop running Windows 7. All tests were done wired and only the computer I'm doing the testing on is connected to the router. Both give the same resutls.

Try plugging computer directly to the ONT, might be an issue with the router.

You need to run a traceroute to somewhere. If all your connections are troubled just like your speedtest connection, then it's likely to be a routing issue. The traceroute will show where it's occurring. Traceroutes to different places may show a common point of failure. google.com, dslreports.com are good targets.

If you're getting a good VZ speedtest, then it says the problem is outside (sort of) Verizon's control.

When you run a speedtest.net test, your browser may show the server name you connect to. In my case, it appears it's speed01.ny.towerstream.com which is located at 69.38.160.19

A traceroute from here gets no replies after hop 8, but 12 ms to New York on verizon-gni.net is decent, plus the hops afterwards are also consistent. This tells me there's no router issues between me and the towerstream server. And it shows in 30 down/15 up results.

Have you installed a new (or updated version) an antivirus program recently?

I had the same symptoms after updating (.e. normal upload, slow/erratic download speeds .

Tried the same actions (e.g. reboot router and ONT. download and ran the Optimizer, re-built the circuit, tried another Actiontec router and changed the ONT).

Turned out that in addition to real-time protection, the updated antivirus added an 'Internet Web Protection' feature, which on downloads, acts like a HTTP proxy and needs to cache some data in order to scan it.

All fine after I disabled the web protection option.
