I think it depends on the situation. In one particular municipality I work, they put it in writing - ground up in commercial and industrial occupancies. No exceptions.

There's nothing in the code about it, and there's nothing in the UL listing or the manufacturers instructions. It all comes down to personal preference.
My folks built a new house several years ago. I wasn't close enough at the time to wire it for them. The electrician put all the outlets in upside down, and my mom did nothing but gripe about it after they moved in.
I've found that most appliances and devices are designed for the outlets to be right-side-up (cord plugs, nightlights, air fresheners, etc...). It can be a little frustrating with the outlets upside down. Plus, most people are just used to seeing the outlets right-side-up. People are creatures of habit.

IMPO, there really is no right or wrong way. The person who lives with it should make the choice.

Good points I forgot about the nightlights being possibly polarized. I know other devices really don't matter, but some do. Might change them back....

I am for sure going to swap out the direct wired to a pig-tailed outlet or switch.

Here is another question. While I am at all of this, should I replace the GFCI outlets too? I would assume they would likely need to be replaced with the house being this old (built circa 1995)?

I wonder if I should even swap out breakers to AFCI?

I put all mine ground down. They were that way before. Lots of stuff has the cord the "proper" way only with ground down. NEC says nothing about it? Works for me.

Several of mine weren't working (they wouldn't trip with the "test" button nor with a ground fault tester). I would test them and replace if necessary. They are $15 a pop though.

I'm not bothering with that yet. Maybe when I have some money laying around, but at $40 a breaker, I am cringing at the thought. It could easily be out ~$800 with the breakers in my panel (CH/Eaton BR type breakers) if I were to swap them to AFCI.

Maybe if the price would come down a bit...

Yeah I know, fire safety and all of that, but...
