So what else is new? For years the film companies have sold dvds of their big titles in "theatrical versions" with the obligatory "How We Made It' short tacked on which was just endless praising of the director and ten minutes of scenes from the film. Then, a year or two later we get the Ultimate Version or the Directors Cut which is twenty minutes longer and NOW the story makes sense. So they are going to take it a step further and try to sell libraries a crap copy. Well libraries buy what they want. If it is a legal copy the library can buy it and loan it out so I'd assume we will still be able to borrow our Ultimate Editions for free regardless what goofy Warner Bros. decides to do.
