My ISP is a third party reseller; somewhat. My current service, however, is not resold ILEC service, though it does rely on ILEC copper. Which, BTW, is less than two years old (though the neighborhood is closer to 47 years old).
When this neighborhood was built, around 1965, local ordinance only required that the utility poles not be set on the streets. The utilities in this county have slowly been burying the lines on arterial streets. As they can set aside the capital to do so.
