I personally think that at some point Rogers decided that if they were gonna be forced to provide TPIA, they were going to do the absolute minimum required by the CRTC. So no requirements or enforcement about service levels or response times means that Rogers just does whatever they heck they want, they're just required to take orders and plug stuff in - anything beyond that is just them being 'nice'
And Bell decided to throttle GAS and not speed match, and that was fine too. Market forces, right?
