What I THINK it really comes down to is that the Comcast box is listed in their DAC (box controller) as a 2-way device. That tells the box it's and "interactive" 2-way device and to request an IP address. YOUR box isn't list in their DAC, just the CableCARD is, so the box is NOT told it's interactive and to request an IP. Your box will just be used as a 1-way device.

Without listing your box in the Comcast DAC, which they won't do as far as I know, it'll never be instructed to be interactive and request an IP.

Without 2-way interactivity enabled you won't get SDV or VOD, even if it's the same box.

If it's important, back it up... twice. Even 99.999% availability isn't enough sometimes.

One belongs to Comcast and is properly registered in their system. The other belongs to you and isn't registered in Comcast's system.

Both have Comcast labels. Just did an experiment, switched the cable cards on both boxes. After waiting a long time SDV did not work on either. All other channels worked. Then returned the cable cards to the original boxes and the one still won't display SDV channels and the other works again perfectly. I am not sure what this proves. Why wouldn't the box you refer to "belongs to me" not work with other cable card?

Where did you get the Comcast box you put the CableCARD in?

Both from the internet, the one that works 2000 miles West, California and the other 300 miles South, Illinois. Both cable cards renting from our provider. Maybe should have got both from California ? So there is no way to make this device 2 way and the issue is the box is not listed on the local DAC, and we are sure this is not a cable card issue?

what comcast system are you on? comcast does not have SDV on there systems. I don't thing you are on comcast system.
