Why? Today's computers are 64-bit. Microsoft wants everyone to rely on Windows. Making them pay extra for a version of Windows that actually supports their hardware is not a good 'customer base continuation' strategy.

Besides which, it's the computer vendor hat decides which version to install. Computer vendors want to sell you as much hardware as possible - which means more than 4GB RAM, which means 64-bit Windows.
