Just what are they doing to the lines here?

The past couple of months I've been getting frequent outages, mainly because of the D3 upgrades going on I assume. My ISP is CableOne; I would've posted it in their forum but there seems to be more techsavvy cable internet people here (usually)..

Current:

Frequency 549000000 Hz
Signal To Noise Ratio 33.4 dB
Power Level -1.0 dBmV

Channel ID 1
Frequency 30500000 Hz
Power 34.2 dBmV

Before:

Downstream Value
Frequency 543000000 Hz
Signal To Noise Ratio 38.3 dB
Power Level 4.1 dBmV

Channel ID 1
Frequency 30500000 Hz
Power 34.7 dBmV

It's been like this for about 4-5 days now. 2-way splitter connected directly to the drop outside. Why the big drop in SNR and output power? My concern is that the SNR is getting lower and lower every day and I haven't touched anything on my side of things. No packet loss or slow speeds as of yet.

Well-
It looks like they bumped you over to a new downstream frequency.
The power level at -1 is nothing to be alarmed over - in fact it's quite optimal.

But yes, looks like there's more noise at 549Hz - they could still be adjusting things - but a sweep may be in order.
