Roads, water supplies, NOAA, armed services, search & rescue, hospitals (yes, it's true, much better though not cheaper), court system, penal system, consumer protections (prior to Corporatocracy), broadband middle/last mile (yes, I've used it), policing, schools, mass transit systems (airlines excepted) ... and that's all I'm willing to think of with two pints inside and 25 words/min outside. Communally brewed ale would suck. As would almost all commodities and elective purchases.
Like managing anything social (love life, neighborhood, workplace, city, country) there is no one answer: it's always a hybrid requiring constant, tedious, collaborative attention & tweaking. In the realm governing performed by multi-multi party reps balanced by pro, lifer policy wonks. Public needs transparency and reactive recourse but also kept at arms length. When simplistic ideologues of ANY stripe make too large an inroad everything goes to shit. Same as keeping mum, dad, and older sister at bay in the 15-24 age range. 15 'til mother's death if Jewish.

Let's take NASA for example, We are now on track to pay the Russians to ride into space, wow go USA. The problem with our government is it's to large and to many people sucking off the taxpayer titty.
