The halogen is instant on pretty much but your wallet is covering that extra feature every time you flip the switch. A 100w MH is brighter then a 500w halogen. I'm pretty sure someone somewhere invented this thing called a 'switch' which allows one to turn stuff on and off at will. With this cool new invention one can use it to control a light thus allowing us to turn it off when we want to see the stars and on when we want to see the lawn.
And thats why Fluorescent and Halogen are superior to HPS and MH. HPS and MH take 15 minutes to turn on, which is such an annoyance, they wind up remaining on all the time "just in case".
