payed for by a revenue bond.
Revenue bonds only pledge the income from the activity
ie water plant, airport, etc.
This of course differs from a general obligation bond .
Furthermore, as it turns out in this case a MAJORITY wanted it. | |

As i said before- the majority wanted it but that still leaves those paying for it that do NOT want it. DO you want your 80+ year old grandparent paying for something they'll not use in their lifetime nor have any clue what it is?

$30M of the $33M is to build the smart grid for the electric utility.
The electric utility already built the fiber ring covering the entire town. So, only $3M is being used for the FTTH utility and building a new building for the power utility. The $30M Smart Grid portion has already been started, and apparently was going to go forward regardless of the outcome of the vote.
