Replacements availible from Grainger Thermostat, Electric
Item # 2E535. I'd replace the encloser, weep holes should only be on the bottom, with screen glued over them. Also replace the outlet with a code maker box, with an open back extension box, so you can get the plugs out of the weather. Is it GFI protected? I always like to put the GFI inside, with the outdoor box(es) downstream.
BTW your faucet is not Freeze proof with valves or hoses on the outlet, you must let air into the faucet so it can drain below frost level.

The hose is not on the outlet of the hydrant. That is something jury-rigged by the previous owner to run water to another line that runs to the exterior garage.

And please... I know well enough to leave a valve open when it gets cold.

I suspect that at some point in time, someone had this set up as a watering spot for horses.
