Fluctuating speeds with Optimum Online?

Just switched to Optimum Online after being dissatisfied with ATT DSL. DSL was giving me less than 4 mbps download but it was consistent.

OOL is giving me generally faster speeds but they are fluctuating constantly between 11 mbps and 2 mbps.

Is this normal for cable?

Check out the Cablevision OOL forum here, many long time users have seen dramatic speed decreases recently during the prime time (after 6pm-midnight) periods.
Many believe Cablevision has over subscribed their nodes with too many connections and when ppl are home from work/school the node gets congested and speed suffers.
