Is it going to be just a software update to the current hardware, or are they going to get new DVR receivers?

 So far, the TiVo software has been deployed only onto existing deployed hardware. I believe that there have even been difficulties getting it to work on the newest hardware (DCX) so some folks have had to be provided older DVRs (DCT or DCH) if they wanted the TiVo software.

You are almost always the first to hear about it when the offering is going to be made in your area. I haven't seen any announcements along these lines come to light online more than a matter of days before you receive notification yourself in the mail.
