should I go higher CPu or Ram OC?

Ok I can go Core i7 2.6 ghz @ either
CPU 4.2 Ghz and Ram at DDR3-1263

OR

CPU at 4.0 GHZ and Ram at DDR-1600

Which would you choose?
If I want to game which would benefit me better?

How about everyday life like compressing files etc.

FSB is king of the OC. All things equal, multiplier lower, FSB higher is faster.

Test with super Pi.

so for core i7 systems the memory throughput created by higher mem multiplier won't make a difference?
It's better to have higher CPU cycles then higher memory cycles?

higher CPU, hands down. unless the difference is close to nil, higher CPU will be more beneficial in more situations.

higher mem clocks were better years ago when it was the bottleneck of the 2. now with triple channel and 333+mhz clockspeeds, raw clockspeed should always be desired.
