Netopia 3347-02: how to setup FTP with PASV (passive)

I have Qwest Broadband DSL and the Netopia 3347-02 modem. My software version is QM01-7.7.4r10.

I have a server on my home network that is running and FTP server. This FTP server is setup to use passive mode on ports 5700-5799). I setup a NAT rule to forward 5700-5799 to the proper machine, but when I try to connect from the internet, passive mode does not work. If I use the same machine (laptop) while connected to the home network, passive mode works fine.

This is what the "Details" of the NAT rule looks like:
Service Name *FTP PASV
Protocol TCP
Global Port Range 5700 - 5799
Base Host Port 5700

Is this setup properly?

You still need to forward port 21

I also have NAT rules to forward ports 21 and 990.
