Motorola/Netopia 3347-02 configure for PASV (passive) FTP

I have Qwest Broadband DSL and the Motorola (netopia) 3347-02 modem. My software version is QM01-7.7.4r10.

I would like to know how to configure this modem to work with PASV (passive) FTP. I have configured a port (21 & 990) as well as a passive port range (5700 - 5799) in the router NAT configuration.

The problem I have is that passive mode does not seem to be working. What I am doing wrong?
