Blocking Outgoing Calls

Is there a way to block outgoing calls with Vonage? I'm thinking of downgrading my level of service, but I want to try to force everyone in the house to use alternative calling methods (ie. cell phones) before trying to use the Vonage line by blocking all outgoing calls. Any ideas?
