Bad latency because of ISP or my computer?

Every now and then around night time, my latency goes really high and my download speed drops to about 1 mbps »/linequality/nil/2551656 From the line quality tests it looks like the connection is fine until it gets to my computer, then it shoots up by about 300ms. So can anyone tell me if the problem is the ISP or my comp? I don't have a second computer to test it out.

It could be your box, router, MODEM, wiring, splitters, etc ..(You) To your drop, to the tap, and amp, all the way back to the CMTS. (ISP) Your best bet is to look at the things from the drop to your box.
