You mean like every webhost out there claiming 99.9% uptime? They'd all say 100% if their lawyers said it was ok but they won't.

Just exactly what is the criteria used to justify this amazing uptime anyway?

 Lots of hosts manage to keep 99.9% uptime, it seems pretty simple to justify, it means the host is up and connectible 99.9% of the time based on third part monitoring.

Not according to most, they count the time the server is plugged up. Not when it's accessible from third parties/visitors.
