How can i disable the QoS Packet Scheduler Limit für Windows XP Home without gpedit.msc ?

Go to Control Panel (classic view)/ network connections. Then right-click on your external connection and choose properties from the popup menu. On the General tab you will find the protocols etc enabled for the connection, one of which is QoS Packet scheduler. Just untick its box, click apply and OK and it won't be loaded next time you boot.

you may also want to disable the service
Disable the service:
Start->Run type "services.msc" (without the quotes)
Find the QOS service, and change it to disabled.
