Precisely. This scenario is exactly what the major ISPs want. They want to control and monetize every last aspect of our activities online. People will only want to visit whatever sites the ISPs allow for fear that they'll go over their caps and get ripped off for outrageous per-gigabyte fees- ISP networks will become walled gardens with razorwire fences. And any content creator or online retail presence will probably have to pay fees to get on the ISPs' "non-cap" list.

Money from everyone for the "privilege" of being online- that's every ISP accountant's wet dream.
